I just got the 'temporarily unable' error, and realized that it doesn't have any info about either the status twitter account, or other places to look for information about the problem.
Also, many users don't know about refreshing their browser, unless they frequent this tribe- so it might be good to have those instructions on the same error page, unless you don't want to have extra traffic at times when something is malfunctioning.
